After booking, the passenger will receive a reservation message with full details of the ticket including PNR, train no, date of journey and class.
"This virtual message would be treated at par with the print-out of the e-ticket which at present is taken out by the passengers and is known as Electronic Reservation Slip (ERS)," he said.
Hence, with the virtual message, passengers would not be required to take a print-out of e-ticket to be carried with them. Showing the reservation message of the confirmed ticket on their mobile during travel will be sufficient. Internet is required on mobile phones to book tickets through mobile.
The passenger has to register at the time of first transaction and thereafter book the ticket using his ID and password.
The service was introduced on a pilot basis for a few and now the more than a thousand users are availing this facility everyday, he said.
The service charge is similar to e-tickets-- Rs 10 for Sleeper class and Rs 20 for other higher class.

For booking of train tickets through Reservation Counters you need to fill the Reservation form which looks like the above image (click to enlarge it).
There are various boxes which are provided with general information for example there is a box which asks for weather the passenger is a doctor or not. This information can come handy in case of medical help which may be required during the travel.
The second box asks whether you are a senior citizen or not. If the passenger is a senior citizen then a proof of age is required such as a date of birth certificate or driver’s license or any other ID card which has a mention of DOB. Senior citizens can also make use of the senior citizen discount or concession.
The next box helps in providing a free upgrade if there is an accommodation available. That is if a passenger has ticked this box then Indian Railway may provide a higher class accommodation if available if the fare is paid in full. Hence it is advisable to always tick this box. Similarly if you are allocated a seat in a waiting list and your ticket is not confirmed then the passenger may be allocated a lower class seat.
Next box speaks about the Train No
Name of the train
Class-the class can be categorized into Sleeper Class (SL) or 3 Tier AC (3A) or 2 Tier AC (2A)
A number of the berth or the seat number which you desire to book during the journey.
In the next box which says the station for you need to fill in the name of the station from where you want to board the train and in station to you need to fill the name of the station where you want to get down. The next section needs to fill if there are any children below the age of 5 years who are travelling along with adults. Indian Railways do not issue any tickets for children under 5 years but they need to be mentioned for record keeping.
The next box talks about the return journey. If you wish to take a return journey then again you need to mention details about Train No and Name, Date, Class, Station From, Station To. If you are taking only one side journey then you can leave this section.
The next section provides details of the person who personally fill in the application at the counter. He needs to mention his name, address, phone number, the time at which the form is filled and his signature. This information is required for record keeping which can come to use in case of emergency.
The next section needs to be kept blank as this is for official use. This has information about the berth which has been allocated, PNR number and the amount which has been deposited. This is filled by the officer in charge.
Once all these have been adhered to you can present the filled form to the officer in charge himself, would then check all the detail and ask for payment and would print out a ticket and give it to you.

Amidst rising complaints about misuse of the Railway's Tatkal scheme of booking tickets, a revised scheme with additional measures to check the lacunae came into effect on Tuesday under which passengers can book Tatkal tickets from 10 am instead of 8 am.

The revised scheme comes in the backdrop of increased number of complaints from train passengers about the misuse of the scheme and involvement of touts in cornering bulk of tickets to sell them at a premium.
a. For this purpose, a self attested photo copy of the proof of identity of anyone passenger shall be attached to the requisition slip.

b. The details of the identity proof shall be captured by the system and indicated on the reserved tickets as well on the reservation chart.

c. It will not be mandatory for the passenger(s) to go to the counter to book the Tatkal ticket, however, the proof will have to be sent in the
aforementioned manner.

d. During the journey, the passenger, whose identity card number has been indicated on the ticket, will have to produce original proof of identity indicated on the ticket, failing which all the passengers booked on the ticket shall be treated as traveling without ticket and charged accordingly. Indication will come on the ticket regarding carrying the same original proof of identity during the journey, as indicated on the ticket.

e. If the passenger whose identity card number is indicated on the ticket is not traveling, all other passengers booked on that ticket, if found
traveling in train, will be treated as traveling without ticket and charged accordingly.

Agents / RTSAs shall be restricted from the booking Tatkal tickets at thecounters between 1000 hours and 1200 hours. This restriction shall be
enforced through frequent inspection at the counters. The agents both web service agents and web agents shall also be restricted from booking Tatkal tickets on the internet between 1000 hours and 1200 hours.
Even for internet booking for Tatkal tickets, the passenger shall enter the identity proof type and number, which is to be used for travel. These details shall be printed on the ERS/indicated on the VRM/MRM as well as in the reservation chart.
It will be possible to book a maximum of only four passengers per PNR forTatkal tickets.
The web services agents of IRCTC will be permitted to book only one Tatkal ticket per train per day on the internet.
The facility of change of name is not permitted on the bookings made under Tatkal scheme
For the purpose of granting refunds & issuing TDRs for W/L, the time limit will be the same as applicable for refund of normal tickets.
REFUNDS   - No refund will be granted on cancellation of confirmed Tatkal tickets/duplicate tatkal ticket except in case of circumstances mentioned in para 2 of instructions contained in Commercial Circular no. 53 of 2006 issued vide letter no. 2006/TGII/ 20/P/Tatkal, dated 30.06.2006.               However, full refund of fare and tatkal charges will be granted on the tickets booked under Tatkal scheme in the following circumstances :-
If the train is delayed by more than 3 hours at the journey originating point of the passenger & not the boarding point if the passenger's journey originating point and boarding point are different.
If the train is to run on a diverted route and passenger is not willing to travel.
If the train is to run on diverted route and boarding station or the destination or both the stations are not on the diverted route.
In case of non attachment of coach in which Tatkal accommodation has been earmarked and the passenger has not been provided  accommodation in the same class.
If the party has been accommodated in lower class and does not want to travel. In case the party travels in lower class, the passenger will be given refund of difference of fare and also the difference of Tatkal charges, if any
